It is spamming console and logs constantly till I unminimize window or return focus to Minecraft. It is very annoying but it isn't causing any harm yet.

You have probably turned something on by accident in your video settings which relates to the OpenGL, I suggest you look there first. I am trying to render my terrain using an EBO, but the function glDrawElements returns an error I tried to find out what is causing the error, but everything seems to be as it should according to my understanding.
This means that the operation you asked OpenGL to perform isn't valid for the set of active state or the given set of parameters to the function. Which, yes, is really broad and unhelpful. What you can do to diagnose these errors is try to enable the debug output and see if that provides additional information and guidance that leads you to the cause of the error.
Then use glDebugMessageCallback to hook up a callback that receives the debug output messages, and dump them to a log file or the screen or whatever.

IMHO the program not being the active one seeming the only one that possibly applies.
